The Trump administration has intensified its dispute with Harvard University by initiating a comprehensive review of works resulting from research funded by the federal government. If Harvard is found to have violated the Bayh-Dole Act, which specifies standards for disclosure, public use, and domestic manufacture of government-funded innovations, the U.S. Commerce Secretary's notification warns that Harvard may lose possession of certain technology. This comes after $2 billion in research funds were halted due to disagreements about academic programs, foreign connections, and governance. Rare "march-in powers" that allow for third-party licensing or reassignment may be used by officials. By September 5, 2025, Harvard must submit complete records of invention, licensing, and manufacture.
